Key facts

  • Customs procedures are carried out by the owner or persons acting on its behalf, or through a customs broker (Customs Law art. 225, as of October 8, 2026).
  • A carrier is not a customs broker: carriers' representatives may follow only the transit formalities of the goods they carry (Customs Law art. 225, as of October 8, 2026).
  • Compare quotes on the same Incoterms rule and delivery point, with freight, loading, clearance, insurance, terminal and storage charges listed separately.
  • The Turkey-EU customs union covers all goods except agricultural products and coal and steel products; garments and home textiles are within scope (European Commission).
  • An A.TR movement certificate proves free-circulation status, which is customs status; it does not show origin (European Commission).

Guide to Logistics and Customs

Textile logistics and customs companies move textile and garment shipments within Turkey and abroad: transport, freight forwarding, customs brokerage and warehousing. Many offer several of these services, but transport and customs clearance are separate skills. Use the province filter to find companies near your supplier's factory or your port, airport or border crossing.

Freight, customs and warehousing: what the category covers

Covered: road, sea and air freight, part-load and full-load shipments, garments on hangers, customs paperwork and warehousing. For packing products into cartons, see ironing and packing; for pre-shipment inspection, quality control; for other post-production services, contract workshops and services.

A customs broker is not the same as a carrier

Customs procedures are carried out by the goods' owner or persons acting on its behalf (direct representation), or through a customs broker (indirect representation). Transport operators and carriers' representatives may follow only the transit formalities of the goods they carry. A broker can work once it has obtained its permit (Customs Law No. 4458, arts. 225 and 228, as of October 8, 2026). Ask in writing whether a company clears goods itself or uses a partner brokerage, and who is liable for errors.

Questions for a freight forwarder or customs broker

  • Does it have textile experience, especially with garments on hangers, and regular departures to your country?
  • Which Incoterms rule is the quote based on?
  • Are freight, loading, clearance, insurance, terminal and storage charges listed separately?
  • Are cut-off and transit times stated, with Bayram (Eid) holidays and peak season allowed for?
  • What does the cargo insurance cover, and how is damage reported?
  • Is there one named contact for tracking and documents?

Shipping price depends on mode, volume and destination

Transport mode, volume and weight, part-load or full-load, hanging or folded garments, destination, urgency, peak season, insurance and storage time. Ask for itemized quotes and compare companies on the same Incoterms rule and delivery point.

Shipping to the EU: documents

The Turkey-EU customs union covers all goods except agricultural products and coal and steel products; garments and home textiles are within scope. Free circulation is proved by an A.TR movement certificate, which shows customs status, not origin (European Commission). See our A.TR guide. If the factory imports fabric to export the finished product, use a broker experienced in the inward processing regime, which needs authorization (Customs Law art. 110). Confirm all of this, as of October 8, 2026, with a customs broker. For UK and US duties, see clothing manufacturers in Turkey.

Your first shipment: a small lot, complete paperwork and a delivery record

Start with a small first shipment to settle the paperwork. Do not release goods until the invoice, packing list and product details (composition, weight, tariff code) are ready; missing documents can delay shipment. At delivery, record the carton count and outer damage with the receiver in writing, and learn the insurance claim deadline beforehand.

Frequently asked questions

Do I need a customs broker to ship goods out of Turkey?

Not by law. Customs procedures can be carried out by the owner of the goods or by persons acting on the owner's behalf through direct representation, while customs brokers act through indirect representation (Customs Law art. 225, as of October 8, 2026). A company's authorized staff can handle all procedures through direct representation, but they must meet the conditions the law lists (apart from the traineeship and exam requirements, for example a higher-education degree in certain fields). Ask your supplier or forwarder which route it uses, and ask a customs broker which one suits you.

My supplier quoted FOB, but the goods will travel by road. Is that suitable?

Under Incoterms 2020, FOB is defined only for sea and inland waterway transport. Among the rules that suit any mode of transport, including road, are FCA, DAP and DDP (ICC). Have the rule and the delivery point in the quote confirmed in writing.

Is an express courier enough for sending samples from Turkey?

Check the courier's status first. The Customs Law says that for goods sent by post or express courier whose quantity and value are set by Presidential decision, the postal administration and express courier companies can be authorized as indirect representatives (art. 225). Ask the courier to confirm in writing that it holds this authorization and that your shipment stays within the set limits.

What sets the price of a textile shipment?

There is no single price. Transport mode (road, sea or air), volume and weight, part-load or full-load, hanging or folded garments, destination, urgency, peak season, insurance and storage time set the price. Have freight, loading, clearance, insurance, terminal and storage charges listed separately, and compare companies on the same Incoterms rule and delivery point.

How long does a textile shipment take?

We found no sourced, current transit-time data, so we give no day counts. Transit time depends on the transport mode, the destination and complete paperwork; missing documents can delay a shipment, and Bayram (Eid) holidays and peak season can lengthen it. Get the cut-off time and estimated transit time in writing.
